The Baby Food Safety Act of 2024 establishes new safety standards for infant and toddler food and related products by requiring the Food and Drug Administration to set limits on toxic elements including lead, cadmium, mercury, and arsenic in these foods and fruit or vegetable purees and juices. Manufacturers of these products must implement testing and control programs to monitor contamination levels, maintain detailed records of their testing activities, and use accredited laboratories for analysis, with initial testing requirements beginning two years after the bill's enactment. The FDA must issue proposed limits for lead and arsenic by December 31, 2025, and for cadmium by April 30, 2026, with final rules due 18 months after each proposal, and must review these limits at least every four years. The bill also requires manufacturers to establish environmental monitoring programs to test for pathogens in production facilities at least every three years and includes provisions for FDA inspection flexibility and mandatory recalls of products that exceed contaminant limits or fail to comply with testing requirements.
