This bill would prohibit federal agencies from awarding contracts exceeding $100,000 for services or information technology to companies that boycott Israel. Companies bidding on these contracts would be required to certify that they are not engaged in a boycott and to agree not to participate in one during the contract period. If a federal agency determines that a contractor violated this prohibition through a public report or congressional notice, it must notify the company and provide 30 days for the company to end the boycott before terminating the contract. The bill applies to organizations with more than ten employees but includes a clause stating it does not infringe on First Amendment rights or take a position on Palestinian-Israeli conflict issues. Contractors would have access to standard federal appeals processes if they dispute the agency's findings.
