The legislation also targets foreign financial institutions that process these payments or conduct significant transactions with sanctioned individuals by restricting their access to U.S. banking systems. The President must implement these sanctions within 90 days of the bill's passage and establish regulations within 60 days, while also responding to congressional requests about whether specific individuals meet the criteria for sanctions within 30 days. The sanctions remain in effect until the Secretary of State certifies that the Palestinian Authority and PLO have completely ended their system of compensating terrorists and their families.
