The Waterfront Community Revitalization and Resiliency Act of 2024 creates a federal program to designate and support communities with working waterfronts along the Great Lakes and ocean coasts. Communities eligible for designation include local governments, Indian tribes, and Native Hawaiian organizations that develop comprehensive plans addressing economic opportunities, infrastructure needs, environmental challenges, and climate resilience for their waterfront areas. The Secretary of Commerce, working with the Secretary of Transportation, will designate qualifying communities as "resilient waterfront communities" and provide technical assistance to help them develop their plans, which remain valid for ten years. The bill also establishes a new grant program through the National Sea Grant College Program to fund planning activities and projects that implement these resilient waterfront plans, including site preparation, infrastructure improvements, and green infrastructure development. Within one year of enactment, the Secretary must report to Congress on participation in the program and plans to improve outreach and implementation guidance.
