The Secretary of the Interior must develop a management plan within three years in consultation with an advisory committee that will be majority Native American members from the Duckwater Shoshone, Goshute, and Ely Shoshone tribes, along with local stakeholders, and must incorporate tribal traditional and ecological knowledge. The bill permits existing grazing operations to continue and allows temporary closure of specific areas for tribal religious ceremonies, while restricting mining and mineral leasing but preserving existing water rights, military overflights, and utility corridors.
