The Summer for All Act would establish a federal grant program to expand summer enrichment activities for young people ages 5 through 22, with particular focus on low-income youth, rural students, English language learners, and other vulnerable populations. The bill creates two main funding streams: summer enrichment expansion grants awarded directly to community organizations and institutions of higher education to run summer programs, and state-level grants to governors, state education agencies, and tribal governments to plan and coordinate summer programming across their regions. Grant-funded summer programs must operate at least five days a week for a minimum of five weeks during summer break, provide free programming and meals to eligible low-income students, and include academic enrichment, social-emotional learning, mentoring, health and wellness activities, and career readiness components. The legislation authorizes $4 billion in total funding for fiscal years 2025 through 2028, with $1 billion annually thereafter, distributed so that at least 47.5 percent goes to direct program grants, up to 47.5 percent to state grants, and up to 5 percent for research and data collection.
