To provide for grants for States that require fair and impartial police training for law enforcement officers of that State and to incentivize States to enact laws requiring the independent investigation and prosecution of the use of deadly force by law enforcement officers, and for other purposes.

The Police Training and Independent Review Act of 2024 provides federal grants to states that adopt two police reform policies. First, states must require all law enforcement officers and academy trainees to complete at least eight hours of initial training on fair and impartial policing annually, covering implicit bias, cultural diversity, mental health crisis response, and de-escalation tactics, with officers demonstrating proficiency through scenario-based tests. Second, to remain eligible for grants, states must enact laws requiring independent investigation and prosecution of deadly force cases by law enforcement—which can be accomplished through civilian review boards, state attorneys general, special prosecutors, outside law enforcement agencies, or independent prosecutors. States have 240 days from the bill's enactment to comply with training requirements, though the Attorney General can grant an additional 120 days for good faith efforts. The Department of Justice Inspector General will audit states receiving grants to ensure compliance, and states that fail to maintain compliance lose future grant eligibility. This legislation aims to improve police accountability and officer conduct through standardized training and independent oversight of uses of deadly force.
