This bill directs the Secretary of State to negotiate with Ukraine to establish a foreign investment review system similar to the one the United States uses to screen foreign investments for national security concerns, with particular focus on investments from China. The United States would offer Ukraine technical assistance, including training for Ukrainian officials, equipment purchases, and on-site consultations from experts at the U.S. Committee on Foreign Investment in the United States. The legislation authorizes one million dollars annually from fiscal year 2025 through 2029 to fund this assistance effort. The Secretary of State is given hiring flexibility to recruit qualified staff to support these negotiations and assistance activities. The authority under this bill expires five years after its enactment.
