The Destination Reception Assistance Act would establish a new federal grant program to help immigrants who have recently arrived in the United States with medium-term support services. The program would serve people who have been granted parole, placed in removal proceedings, or have pending asylum applications, helping them access housing, job training, medical care, legal services, and other support to achieve self-sufficiency. The legislation creates a national New Arrival Services Board and local boards in communities with concentrations of new arrivals to identify needs and distribute federal funding based on factors like the ratio of arrivals in a community and local cost of living. The bill authorizes $3 billion per year for fiscal years 2025 through 2028 to fund these services through grants to local government agencies and nonprofit organizations. The program is explicitly separate from detention alternatives and participation in any monitoring or surveillance is not required to receive services.
