The Secretary of Defense must submit a detailed report to Congress within one year that includes findings, vulnerabilities assessments, and a suggested strategy for securing trusted investment in ports and maritime infrastructure while preventing Chinese government control. The report should also identify existing government authorities that could be used to implement protection measures and what additional authorities might be needed. The legislation affects military and national security officials, port operators, maritime industries, and Congress, with the report to be made available in unclassified form though classified information may be included separately.
