The End Pensions In Congress Act would eliminate pension benefits for members of Congress going forward while protecting any pension benefits they have already earned. Current members of Congress would be allowed a 90-day window to opt in and keep their existing pension coverage, but those who do not choose to remain in the pension system would stop accruing new retirement benefits immediately upon the bill's enactment. All members of Congress would continue to have the right to participate in the Thrift Savings Plan, a defined contribution retirement account similar to a 401(k), regardless of their pension status. The bill would apply to senators and representatives but explicitly excludes the Vice President from these provisions. The legislation would be administered through existing federal personnel regulations overseen by the Office of Personnel Management and the Thrift Savings Plan Executive Director.
