The Access to Homeownership Act requires apartment building owners with federally backed mortgages to offer their tenants the option to have their positive rental payments reported to credit reporting agencies, including up to 24 months of past payments if available. This would allow renters to build credit history through their rent payments, potentially helping them qualify for mortgages and other loans in the future. The bill applies to multifamily properties with five or more units that have received federal financing, insurance, or assistance, or are owned by major government-sponsored enterprises like Fannie Mae and Freddie Mac. The administrative costs of implementing the reporting program would be covered by these enterprises rather than passed to landlords or tenants. The bill requires the Director of the Federal Housing Finance Agency to submit a report to Congress every five years on how the program is functioning.
