To create and disseminate best practices regarding safe firearm storage, to create a grant program for the distribution of safe storage devices, and for other purposes.
This bill establishes a comprehensive federal effort to promote safe firearm storage through education, distribution of safety devices, and grant funding. The Attorney General must develop and publish voluntary best practices for safe firearm storage in homes, vehicles, businesses, and other locations within one year of the bill's enactment, with annual updates. Beginning January 1, 2025, firearm manufacturers and importers selling 250 or more firearms annually must include written notices on all handguns, rifles, and shotguns directing buyers to the government's safe storage website. The bill authorizes $10 million per year from 2024 through 2034 for grants to states and tribes to establish Safe Firearm Storage Assistance Programs that purchase and distribute safety devices like lockboxes to the public, with grantees required to spend at least 75 percent of funds on device distribution. All firearms sold must be accompanied by an appropriate safe storage device under existing law, effective 180 days after enactment.
