This bill creates an independent expert review panel to evaluate how well the Federal Aviation Administration is implementing its Safety Management System across all its operations. The panel, which must be established within 60 days of the bill's enactment, will include representatives from NASA, aviation labor organizations, independent safety experts, the aviation industry, and the international aviation community. The panel will examine whether the FAA's safety system complies with its own policies, review the actual safety improvements achieved, assess how well the system is understood by FAA staff, and evaluate the FAA's voluntary safety reporting program. The panel must submit its findings and recommendations to Congress within 180 days, and the FAA must publish the report on its website and provide Congress with updates on implementing the recommendations within one year. The bill also requires the FAA to develop root cause analysis processes for safety improvements and to revise its production audit procedures to allow less advance notice to manufacturers and suppliers.
