This bill amends the Controlled Substances Act to require manufacturers, distributors, and sellers of tableting and encapsulating machines to permanently mark these devices with serial numbers. The law targets companies and individuals involved in the legitimate equipment industry who are regulated under federal drug laws. It makes it illegal to remove, alter, or obliterate these serial numbers, as well as to knowingly transport or possess machines with tampered identification marks. The Attorney General must write the detailed regulations to implement these requirements within 180 days of the bill's enactment, and the new rules will apply to all machines manufactured or sold after the regulations take effect. The bill aims to help law enforcement track pill-making equipment and prevent its use in manufacturing illegal drugs like counterfeit opioids.
