This bill would prohibit all U.S. investments in Venezuela's energy sector until the country's government recognizes the results of the July 28, 2024, presidential election, which opposition monitors say opposition candidate Edmundo González won by a wide margin. The restrictions apply to U.S. citizens, permanent residents, companies, and any entities owned or controlled by Americans, preventing them from investing in, trading with, or providing goods, services, or financing to Venezuela's state oil company Petroleos de Venezuela or the government of Nicolas Maduro. The Treasury Secretary, working with the State Department, would enforce the ban through regulations and penalties that can reach the same level as violations of other international economic sanctions laws. The ban would remain in place indefinitely until the President certifies to Congress that Maduro's government has recognized González's election victory and handed over power. Congress introduced this bill based on findings that Maduro's regime arrested and abused thousands of Venezuelans, including children, for peaceful political protest after refusing to accept the election outcome.
