The GREEN Hospitals Act would provide federal funding to help hospitals and other medical facilities become more resilient to climate disasters and reduce emissions. The bill authorizes $100 billion for construction and modernization grants and $5 billion for planning grants to eligible hospitals, public health centers, and other healthcare facilities. Eligible projects would include installing renewable energy systems and backup power for outages, upgrading heating and cooling systems with heat pumps, building green infrastructure like wetlands and green roofs, protecting access routes from flooding and wildfires, and other climate adaptation measures. The bill prioritizes funding for hospitals serving low-income patients who rely on Medicare and Medicaid, as well as facilities in communities with poor air quality, limited green space, or high climate risks, with at least half of planning grant funds directed to environmental justice communities. The legislation also includes labor protections requiring prevailing wages and guarantees of labor organizing rights for workers on funded projects.
