This bill amends the Omnibus Public Land Management Act of 2009 to create a new interest-bearing Treasury account for managing non-federal funding contributions to the Lower Colorado River Multi-Species Conservation Program, a conservation effort along the Colorado River involving Arizona, California, and Nevada. Under current law, money contributed by these states toward the program's non-federal cost share sits without earning interest; this bill establishes a dedicated fund where those contributions and any interest they earn can be held and made available for the program's use without requiring additional congressional appropriations. The Treasury Secretary must transfer any previously contributed but unspent funds into this new account within 90 days of enactment, while future contributions will be moved into the fund as soon as practical after they are received. The states contributing funds will not be held responsible for any investment losses that occur while their money is in the account. This change primarily affects federal and state agencies managing the conservation program, aiming to ensure that state funding contributions are used more efficiently and can grow through interest before being spent on species and habitat protection efforts along the lower Colorado River.
