To expand opportunity for agricultural producers, increase consumer choice in food markets, and enhance American international competitiveness by establishing new programs for food innovation, and for other purposes.
The PLANT Act (Peas, Legumes, And Nuts Today Act) expands federal support for plant-based protein production and food innovation. The bill adds mushrooms to existing agricultural support programs and increases price support levels for legumes and other plant crops. It establishes a new Office of Plant-Based Foods and Innovative Production within the Department of Agriculture to coordinate policies and provide technical assistance, along with an advisory committee of farmers, researchers, and industry representatives to guide the office's work. The legislation creates funding for research, regional innovation initiatives, and grants to help producers develop plant-based food products, transition from livestock to plant-based production, and improve supply chains. Congress would authorize approximately $25 million annually through 2028 for the new office, $50 million annually for regional innovation initiatives, and increased funding for existing rural development and research programs supporting plant protein crops.
