This bill would prohibit the United States from importing eight specific minerals from Russia or Russian companies, including copper, nickel, palladium, platinum, zinc, and several precious metals. The ban would take effect 90 days after the bill becomes law. The prohibition would end one year after the President certifies to Congress that Russia has stopped all hostilities against Ukraine, but if Russia resumes fighting Ukraine within the following three years, the import ban would automatically go back into effect. The President would not be allowed to waive or make exceptions to this import ban under any circumstances. The bill effectively uses mineral trade restrictions as leverage to encourage Russia to end its military actions in Ukraine.
