This bill establishes a federal regulatory framework for sports betting by creating minimum standards that states must meet to operate legal sports wagering programs. Beginning 18 months after enactment, sports betting would be prohibited nationwide except through state-approved programs or legal social gambling. States can apply to the Attorney General for approval to operate sports wagering programs for three-year periods, with renewals available. The bill requires states to establish regulatory entities and implement extensive consumer protections, including age verification (minimum 21), prohibition on credit card deposits, limits on deposit frequency, affordability checks for large wagers, and mandatory funding allocations for gambling addiction treatment and education. Sports wagering operators must be licensed and cannot accept bets from athletes, coaches, officials, and others with conflicts of interest, or from individuals on a new national self-exclusion list. The bill also restricts certain betting types, prohibits artificial intelligence from targeting individual bettors with personalized offers, and limits advertising of sports betting. On the public health side, the bill directs the Secretary of Health and Human Services to conduct annual surveys on problem gambling related to online sports betting, maintain a national self-exclusion registry, produce a Surgeon General's report on sports betting health impacts, and establish a national gambling addiction surveillance system through the CDC.
