The LINK the Abraham Accords Act directs the Secretary of Defense to establish and operate a military officer exchange program called the Middle East Regional Integration Military Subject Matter Expert Exchange Program. Participants will include experienced military officers at various ranks who meet at least quarterly to discuss topics ranging from military doctrine and budgeting to civil-military relations and emerging security challenges. The Secretary of Defense must designate a coordinator to oversee the program and submit annual reports to Congress for six years detailing the participating countries, subjects covered, program effectiveness, and recommendations for improvement. The bill uses existing Department of Defense authorities to implement the exchange program and does not specify new funding amounts, relying instead on existing budgets.
