The TIDES Act of 2024 authorizes the President to impose sanctions against foreign entities that support China's maritime militia, a civilian force used to assert territorial claims and conduct military activities in Asian waters. The sanctions would block these entities' access to U.S. property and financial systems and apply to any organization that materially contributes to, funds, or provides logistics, vessel construction, or other support to the maritime militia. The bill takes effect 90 days after enactment and includes exceptions for U.S. intelligence and law enforcement activities as well as goods imports, and allows the President to waive sanctions if deemed in the national interest. The legislation also requires the State Department to report within 180 days on coordinating with U.S. allies in the region to counter China's maritime militia activities. Violations carry penalties under existing economic sanctions laws.
