This bill, called the Caesar Act 2.0 or Supporting Syrian Civilians Act, strengthens U.S. penalties against Syria's Assad regime and those doing business with it. The legislation expands existing sanctions to target not only the Syrian government and its officials but also airlines, companies that divert humanitarian aid, and anyone seizing Syrian property. It extends the sanctions program through December 2028 and requires the State Department and Treasury Department to report annually on sanctions implementation for four years. The bill authorizes $80 million in new funding for humanitarian assistance to Syrian refugees, support for northwest Syria outside Assad's control, and anti-drug trafficking efforts targeting Captagon production in the Middle East. Finally, the legislation directs the president to provide annual briefings to Congress for five years on efforts to free American journalist Austin Tice and recover the remains of other American citizens held or killed in Syria, while establishing a U.S. policy against recognizing or normalizing relations with any Assad-led government.
