This bill requires the Bureau of Prisons to develop a comprehensive strategy to prevent drugs and contraband from entering federal prisons through the mail system. Within 180 days of enactment, the Bureau must evaluate available equipment and technology for scanning mail and intercepting illicit substances, then submit a detailed strategy to Congress within 90 days after that evaluation is complete. The strategy must include plans to scan 100 percent of mail arriving at all federal correctional facilities, ensure inmates receive digital copies of their mail quickly followed by the original physical copies, and identify necessary equipment and personnel needs with a budget proposal for fiscal years 2025 through 2027. The legislation particularly focuses on preventing opioids like fentanyl from reaching inmates and staff, prioritizing implementation at high-security facilities and those with large inmate populations. Beginning one year after the strategy is submitted, the Bureau must report annually to Congress on the strategy's effectiveness and the quantity of drugs and contraband intercepted in the mail.
