This bill requires the Department of Defense to create standardized "competency records" for all military service members that document their training, certifications, and qualifications earned while serving. These records will be provided to service members when they leave the military and will include personal details, a description of all training courses and certifications completed, dates and duration of training, and official signatures for authentication. The Secretary of Defense must develop a standard format for these records and establish implementation procedures within one year of the bill's enactment. Within two years, the Defense Secretary must report to Congress on how well these records work in practice, including feedback from employers and states about whether the information is useful and accurate for civilian job placement. The bill aims to help veterans more easily translate their military experience into civilian employment by giving them official documentation of their skills and training.
