The Preventing Antisemitic Harassment on Campus Act of 2024 amends federal civil rights law to add religion as a protected category under Title VI of the Civil Rights Act of 1964, with specific focus on combating antisemitism at colleges and universities. The bill requires the federal government to enforce anti-discrimination rules against antisemitic harassment with the same vigor as other forms of discrimination and defines antisemitism to include hatred toward Jewish individuals, their property, and Jewish institutions. Colleges and universities that receive federal financial assistance and are found to violate these rules face escalating penalties, including fines of at least 10 percent of federal funding for a second violation within five years and 33 percent for a third violation. The legislation also requires institutions found in violation to notify their students, faculty, and staff of such findings and allows courts to appoint monitors to oversee compliance. The bill exempts religious organizations and their affiliated student groups from these nondiscrimination requirements and explicitly protects First Amendment rights.
