The Career Advancement for Direct Support Aid Workers Act (CADSAW Act) creates federal demonstration projects to help low-income home care workers and nursing assistants advance their careers through education and training opportunities. The bill directs the Department of Health and Human Services to award grants of up to $750,000 per year to organizations running these projects, with at least half of the projects focused on rural areas, underserved communities, or women and workers from Black, Latinx, and other underrepresented groups. The legislation also provides a 25 percent bonus payment to Medicare when home health aides complete training through these demonstration projects, starting in October 2025. Congress will appropriate $5 million annually for fiscal years 2025, 2026, and 2027 to fund the program, and the administration must report back to Congress within one year after the projects conclude with findings and recommendations.
