This bill would establish a grant program to help medium and large concentrated animal feeding operations transition to more climate-friendly farming practices. Eligible producers or entities that own or operate these operations could receive federal grants covering up to 90 percent of project costs to make improvements such as providing outdoor access for animals, converting to organic or specialty crop production, or building appropriate shelter and pasture infrastructure. Grant recipients would be required to permanently stop confining animals entirely indoors on the land covered by the grant within 180 days of receiving funding. The Agriculture Department would have 180 days from enactment to publish detailed application guidelines, with individual grants lasting no more than three years. The legislation would fund these grants using unobligated money from previous agricultural appropriations, and it includes provisions to protect grant recipients from discrimination by meat packers.
