This bill amends the Medicaid program to provide enhanced federal funding for direct support worker training programs starting January 1, 2025. The federal government would reimburse states at 75 percent of the costs for training programs that teach core competencies to personal care aides, home health aides, nursing assistants, and other direct support workers, as well as provide opportunities for career advancement. The enhanced reimbursement applies to eligible workers who spend at least 30 percent of their time serving Medicaid patients, or who work for agencies where at least 30 percent of clients are covered by Medicaid. The bill effectively increases the federal share of these training costs by offering states a higher matching rate than typically available under Medicaid, incentivizing states to invest in training programs for this workforce. This targets the direct support worker field, which provides essential care services to people with disabilities and elderly individuals relying on Medicaid coverage.
