The Gold King Mine Spill Compensation Act of 2024 would authorize the federal government to pay damages to individuals and businesses harmed by the August 2015 Gold King Mine spill in Colorado, which released over three million gallons of contaminated acid mine drainage into downstream rivers. Eligible claimants include homeowners, farmers, livestock operators, and businesses that submitted claims to the Environmental Protection Agency by August 2017 and either had their claims denied or were not fully compensated. Covered damages include documented injuries, lost business income, livestock relocation costs, and diminished agricultural yields that occurred between August and December 2015, but exclude emotional distress and cleanup costs. The EPA Administrator would have 180 days after enactment to determine the amount owed to each claimant, with decisions subject to judicial review in federal court. The bill would appropriate whatever funds are necessary in fiscal year 2025 to pay these claims and designates the spending as an emergency measure.
