This bill expands Department of Veterans Affairs benefits to provide memorial headstones and markers for spouses and dependent children of veterans whose remains are unavailable. Currently, the VA offers these memorials only under certain circumstances, and this legislation makes it a requirement that the VA furnish markers for eligible family members in these situations. The VA can either add the family member's information to an existing veteran's marker or provide a replacement marker that includes the deceased family member's name, birth and death dates, and relationship to the veteran. The bill also allows the VA to accept voluntary financial contributions from survivors to help expedite the process, though it cannot require such contributions. The legislation applies to eligible family members whose deaths occurred on or after November 11, 1998.
