The Clean Hands Firearm Procurement Act requires the Attorney General to publish a public list of federally licensed firearms dealers that have sold a high number of guns later recovered in crimes. Specifically, a dealer qualifies for the list if it traced at least 25 firearms with a time-to-crime of three years or less during at least two of the previous three years. The bill prohibits all federal agencies and departments from contracting with dealers on this list, effective 180 days after enactment, and the Attorney General must update and publish the list every year starting within 120 days of the law taking effect. The Secretaries of Defense and Homeland Security can request waivers from the Attorney General for national security reasons, and any waivers granted must be reported to Congress immediately. The legislation has no direct funding requirements but aims to prevent taxpayer money from supporting firearms dealers linked to gun crimes.
