This bill directs the Secretary of Defense to create a comprehensive plan by February 1, 2024, to equip and train Iraqi security forces and Kurdish Peshmerga forces to defend against missile, rocket, and unmanned system attacks. The plan must include providing air defense systems and related equipment to Iraq and the Kurdish region, along with appropriate training for military personnel to operate and deploy these systems effectively. Implementation of the plan must begin within 90 days of its completion, though the Secretary of Defense can delay this if it would harm U.S. military readiness, provided Congress is notified and given at least 10 days notice. If implementation is delayed, the Secretary must provide updates to Congress every 30 days explaining the reasons for the delay. By July 1, 2024, the Secretary must brief congressional defense committees on the progress of the air defense equipment and training effort in Iraq and the Kurdish region.
