This bill prohibits the National Oceanic and Atmospheric Administration from creating vessel slowdown zones in the Gulf of Mexico until the Secretary of Commerce completes a study proving that proposed protections for Rice's whales would not harm supply chains or maritime commerce. The Secretary must submit findings from this study to relevant congressional committees within 60 days of completion. The bill requires the Under Secretary of Commerce for Oceans and Atmosphere to develop alternative mitigation strategies in consultation with the Coast Guard, Defense Department, Transportation Department, and Interior Department to reduce whale injuries while avoiding nighttime transit bans or permanent slowdown zones. The legislation is supported by Louisiana and Florida representatives and essentially delays environmental protections while requiring proof that whale conservation measures won't disrupt shipping and commerce in the Gulf of Mexico.
