# Housing for All Act of 2023
This bill aims to address housing shortages and homelessness through a comprehensive package of federal funding and programs. The legislation authorizes approximately $150 billion over ten years for housing assistance and homelessness services, with funding directed to existing programs and new initiatives.
The bill expands rental assistance significantly, including 3.5 million new housing choice vouchers to be distributed between 2024 and 2027, and eventually guarantees vouchers to extremely low-income families starting five years after enactment. It also increases funding for supportive housing programs serving elderly people and people with disabilities, and allocates billions to rental assistance programs and affordable housing development through the HOME Investment Partnerships Program.
On homelessness specifically, the bill funds emergency shelter, transitional housing, and permanent supportive housing programs. It creates new grant programs for safe parking for people living in vehicles, conversion of hotels and commercial spaces to permanent housing, legal assistance for eviction prevention, mobile crisis intervention teams as alternatives to law enforcement, and library-based services for homeless individuals.
The legislation also establishes a Commission on Racial Equity in Housing within the Interagency Council on Homelessness to examine structural racism's impact on housing and homelessness, and requires a government study on eviction data and disparities during the COVID-19 pandemic.
