The Community Solar Consumer Choice Act of 2024 requires the Department of Energy to establish a program within one year to expand access to community solar programs, which allow multiple consumers to benefit from a single solar facility located in their area. The bill aims to help low- and moderate-income individuals, businesses, nonprofits, and government entities participate in community solar by providing technical assistance, developing new financing models, and collecting data through National Laboratories. The legislation also requires electric utilities nationwide to offer community solar programs with equitable access to all ratepayers, with state regulators having one year to begin considering the requirement and two years to make a final determination. Tribal utilities have flexibility to participate voluntarily and can access resources provided under the act. Additionally, the bill expands existing Department of Energy grant, loan, and financing programs to include community solar projects and extends federal contracts for public utility services to up to 30 years.
