The legislation mandates that within 180 days, the Bureau evaluate existing drug detection equipment, mail scanning technologies, and methods used by other federal agencies, then submit a detailed strategy to Congress within 90 days of completing that evaluation. The strategy must establish a system where inmates receive digital copies of their mail within 24 hours and physical copies within 30 days, achieve 100 percent scanning of all incoming mail at federal facilities, and include a budget proposal covering fiscal years 2024 through 2026. The bill affects approximately 150,000 federal inmates and nearly 38,000 Bureau of Prisons employees across 122 facilities nationwide. Starting one year after the strategy is submitted, the Bureau must report annually to Congress on the strategy's effectiveness and the total quantity of drugs interdicted.
