The FEMA Operational Transparency Act directs the Government Accountability Office (the Comptroller General) to audit how the Federal Emergency Management Agency spends money on its disaster relief programs. The audit must examine FEMA's spending on individual assistance to disaster survivors, public assistance to states and communities, hazard mitigation projects, and federal agency disaster response efforts. Within one year of the bill's enactment, the audit must compare program costs to administrative expenses, explain how FEMA staff handle each program, and detail how staff shortages since 2020 have affected costs. The audit must also include recommendations for reducing administrative spending and ensuring disaster survivors, particularly in rural areas, receive maximum relief benefits. Once completed, the audit results will be submitted to Congress and released publicly.
