This bill requires the federal Bureau of Prisons to submit annual reports to Congress detailing damage from major disasters at federal and contract prisons, including effects on inmates and staff. The reports must cover critical issues like access to medical care, food, water, legal counsel, and accommodations for people with disabilities, as well as data on injury, early release decisions, and staffing impacts. The Bureau must also develop corrective action plans to improve emergency preparedness and appoint an official to oversee implementation within 90 days of the bill's enactment. Additionally, the bill expands the National Institute of Corrections board to include members with expertise in emergency response, public health, formerly incarcerated individuals' advocacy, and labor representation, and requires the institute to hold at least one public field hearing within a year to discuss how facilities can better prepare for and recover from disasters.
