The Chai Suthammanont Healthy Federal Workplaces Act of 2024 requires federal agencies to develop and publish comprehensive safety plans for employees and contractors who must work on-site during any nationwide public health emergency involving an infectious disease. Within 60 days of enactment, each agency must create a plan covering protective equipment, testing procedures, cleaning protocols, occupancy limits, telework alternatives for high-risk workers, and continuity of operations measures. Agencies must make their plans publicly available on their websites and communicate them to all current and future employees and contractors. The bill establishes oversight mechanisms, including Inspector General reports on plan implementation at six months and 60 days after implementation begins, as well as a Government Accountability Office report due within one year to document lessons learned from the COVID-19 pandemic and recommend improvements to future emergency response procedures.
