This bill would create a 10-year Medicare demonstration program allowing eligible seniors to use their Medicare benefits to pay for healthcare in other countries. The program would initially include at least 11 countries: Canada, Germany, India, Israel, South Korea, the Philippines, Panama, Mexico, the Dominican Republic, and at least one African nation. Eligible participants would be Medicare beneficiaries who either plan to relocate abroad or have recently moved to one of these countries, and participation would be voluntary with no minimum commitment required. The Secretary of Health and Human Services would cap program enrollment at no lower than 150,000 beneficiaries and ensure that total payments to participants do not exceed what Medicare would otherwise spend for equivalent services in the United States. The government would evaluate the program's success based on whether it improves care quality, reduces costs, enables family reunification, and relieves strain on the U.S. medical system.
