The bill also restricts high-ranking defense officials from owning stocks in major defense contractors and requires more transparent financial disclosures from large contractors and senior military officers. Additionally, it prohibits senior national security officials and intelligence personnel from working for foreign governments after leaving office. The legislation takes effect upon enactment for new contracts and affects defense contractors, military personnel, and Pentagon civilian employees, with the Secretary of Defense responsible for enforcement and the Inspector General tasked with overseeing compliance.
