It calls for establishing or growing cross-border criminal investigative units, boosting participation in the Bilateral Human Trafficking Enforcement Initiative, and providing advanced training to foreign investigators and prosecutors, including on civil rights and privacy protections. The bill also requires DHS to evaluate expanding Homeland Security Investigations programs targeting smugglers and traffickers at the southern border and to report findings to relevant congressional committees. Additionally, it mandates public information campaigns to warn migrants in Mexico, Central America, South America, and other high-migration countries about the dangers of traveling to the U.S. and to counter misinformation spread by criminal organizations. Within one year of enactment, the Comptroller General must study and report on the effectiveness of these information campaigns and identify best practices, giving Congress a clear oversight timeline.
