The Sudan Accountability Act directs the U.S. government to advance human rights protections for Sudanese citizens and hold those responsible for war crimes, crimes against humanity, and genocide accountable. The bill requires the Secretary of State to submit comprehensive reports to Congress every six months documenting atrocities, analyzing foreign involvement in the conflict (including from China, Russia, Iran, and the United Arab Emirates), and detailing accountability measures and U.S. assistance programs. Within 30 days of enactment and every 180 days thereafter, the Secretary of State must also provide updated determinations on whether actions by Sudanese military forces constitute genocide or crimes against humanity. The legislation authorizes the development of a comprehensive strategy coordinating U.S. sanctions, diplomatic efforts, and international partnerships to protect civilians, support accountability mechanisms, and implement protection measures including targeted sanctions and visa restrictions against perpetrators. The bill also authorizes the President to provide technical and financial assistance to support victims, strengthen local protection organizations, and help international justice mechanisms investigate and prosecute those responsible for atrocities. These reporting and accountability requirements terminate once a viable peace agreement is reached in Sudan.
