The memorial, completed in 1952, features a marble statue of McGuire surrounded by Greek columns and has been the site of annual Labor Day gatherings by political and labor leaders since its dedication. The bill allows the Secretary of the Interior to provide technical and financial assistance for educational programs at the site through cooperative agreements with public or private entities. The designation does not make the site part of the National Park System and does not restrict the actions of current property owners.
