The Delivering Support for Hospitals Act would guarantee that every state receives a minimum amount of federal funding through Medicaid's Disproportionate Share Hospital program, which provides extra payments to hospitals serving large numbers of low-income and uninsured patients. Starting in fiscal year 2025, each state would be assured at least $20 million annually in DSH funding, regardless of other formulas or reductions that might otherwise apply. This minimum funding level would remain at $20 million through 2029, then adjust for inflation each year starting in 2030. The bill affects hospitals that treat significant populations of Medicaid and uninsured patients, as well as state Medicaid programs that distribute these federal funds. The legislation was introduced in November 2024 and referred to the Senate Finance Committee.
