Referred to the Committee on Appropriations, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The End Shutdowns Act would create an automatic continuing appropriations mechanism to prevent federal government shutdowns. If Congress fails to pass regular appropriation bills by October 1st of each fiscal year, federal agencies and programs would automatically continue operating at the prior year's funding levels rather than shutting down. The bill also imposes a significant procedural constraint on the House of Representatives, prohibiting lawmakers from considering any legislation other than appropriations measures while automatic continuing appropriations are in effect, unless the Speaker and Minority Leader agree an issue qualifies as emergency legislation related to national security, terrorism, or loss of life. This approach would eliminate the leverage that Congress members sometimes use during budget negotiations by removing the threat of a shutdown. The bill applies only to programs that received funding in the preceding fiscal year and does not affect programs explicitly prohibited from continuing by other laws.
