The Get Toxic Substances Out of Schools Act of 2024 establishes a comprehensive federal grant program to help schools and early childhood facilities identify and remove toxic substances from their buildings. The Environmental Protection Agency would distribute $5.2 billion annually from 2025 through 2035 to states and tribal nations for testing, removal, and remediation of hazards like lead, asbestos, mold, and polychlorinated biphenyls in public schools, charter schools, early childhood programs, and child care facilities. At least 40 percent of funding must benefit high-poverty schools, and at least 5 percent must go to tribal schools. The bill also requires prevailing wage rates and apprenticeship participation for construction projects, mandates use of American-made materials, and includes $100 million annually through 2035 for a separate indoor air quality improvement program. Additionally, the legislation reauthorizes and expands the EPA's existing healthy schools program with $10 million annually and requires federal reporting on progress every two years.
