The Educational Equity Challenge Grant Act of 2024 establishes a federal grant program through the Department of Education to help schools and districts address pandemic-related learning gaps and health needs, particularly for disadvantaged students. The program funds evidence-based interventions in areas like academic support, mental health services, social-emotional learning, tutoring, and curriculum improvements, as well as innovative educator-designed approaches that are independently evaluated. Eligible recipients include school districts, state education agencies, nonprofits partnering with schools, and the Bureau of Indian Education, but not for-profit companies. The bill authorizes $15 billion annually from 2025 through 2027, declining to $10 billion annually from 2028 through 2031, and $5 billion annually from 2032 through 2034, with at least 25 percent of funds going to rural schools and 50 percent to schools serving low-income students. Grantees must report annually on how they used funds and their effects on student outcomes, while the Secretary of Education must report to Congress beginning one year after awards are made.
